Brevard county commissioners are elected by the public to establish ordinances and policies for the county. The Commission appoints a County Manager, who executes the will of the Commission. The county employed about 2,900 workers in 2009.
The Brevard County Library System has 17 branches. Although the Merritt Island Public Library is counted as part of the Brevard County Public Library System, it is actually a special library district. In 2005, HB1079 was passed to codify all the special acts that the Merritt Island Public Library District exists under.

The county is larger in area than the nation of Samoa and nearly the same size, and population, as Cape Verde. It is one-third the size of the state of Rhode Island.
In 2009, there were 1,200 law enforcement officers working in the county, of which 361 are sheriff’s deputies. The number of Sheriff’s deputies had risen to 843 in 2015. Of all crime that came to the attention of the sheriff’s office in 2007, 80% was drug-related. From January to June 2009, the county reported a total of 10,037 crimes. Of these, a majority, 3.002, were under the jurisdiction of the sheriff’s department. In 2009, the crime rate was 3,471.3 property-related crimes per 100,000 residents, slightly above the national average.

Prior to the creation of districts in 1967, state representatives were elected by county. Beginning in 1967, Brevard County was represented by the 71st, 72nd, 73rd, and 74th districts. Following redistricting in 1970, the county was represented by the 44th, 45th, 46th, 47th and 48th districts. Following redistricting in 1982, the county was represented by the 31st, 32nd, 33rd, 34th, 77th, and 78th districts. Following redistricting in 1992, the county was represented by the 29th, 30th, 31st, and 32nd districts. Following redistricting in 2002, the county was represented by the 29th, 30th, 31st, 32nd, and 80th districts.
The Brevard Zoo is a 75 acres (30 ha) facility  that contains more than 650 animals representing more than 165 species from Florida, South America, Africa, Asia and Australia. The Zoo offers animal experiences including giraffe and lorikeet feedings, African kayak tours, paddle boats in the wetlands and a train ride.
More than 200 parks, and three campgrounds in the county are managed by local government agencies. Many of these are managed by the Brevard County Parks and Recreation, an agency within the Brevard County Government. There are 25 public golf courses and three private ones. Due to dwindling numbers of golfers, five courses closed from 2004 to 2017. In 2017, three public courses were being considered for closure.

When discount and flat fee compensation arrangements started growing in popularity  in the early 2000s some MLSes changed their membership rules or rule enforcement to make discount/flat fee MLS listings difficult or impossible. In response, the Federal Trade Commission investigated, found several violations of anti-trust laws, and entered into settlements with five MLSes to enable free competition for listings. One MLS, Realcomp in Michigan, refused to enter a settlement/consent agreement with the FTC, asserting it had the right to hide listings of discounters because such competition is detrimental to the revenue of its members. In 2006, the FTC filed a lawsuit against the Realcomp MLS alleging violations of federal anti-trust laws and squelching free competition.  The lawsuit went to trial in 2007 and the FTC lost, but won the case in a 4-0 unanimous ruling on appeal in 2009.

Like MLS, RLS has under contract, sold and days on market data, and houses rental listings as well. There is a database, which in 2011, was slated to be converted to the more familiar RETS standard in January 2012. The RLS gateway is populated by several private databases that include RealtyMX (RMX), Online Residential (OLR) and Realplus, another proprietary database available to Manhattan Brokers. These databases exchange data continually effectively creating several separate systems with essentially similar data. Another vendor, Klickads, Inc D/B/A Brokers NYC, owned by Lala Wang sued in 2007 to be included in the list of firms permitted to participate in the Gateway. REBNY also grandfathered the major brokerages including Douglas Elliman, Corcoran, Stribling, Bellmarc as participants to the Gateway.
The county has centralized most county and circuit courts in Viera which try a variety of cases including felonies, misdemeanors, traffic, and domestic. The courthouse in Titusville provides the venue for circuit and county cases arising in the north part of the county while the courthouse in Melbourne is the venue for county cases arising in the southern portion of the county. An elected State Attorney prosecutes criminal cases for the State of Florida. Indigent defendants can be represented by the office of the elected Public Defender. The 18th Circuit Court includes Seminole County as well as Brevard and covers not only the court itself but the State Attorney and the Public Defender. In 2008, the public defender had a staff of 45 lawyers in Brevard who handled about 24,000 cases annually.
Tornado-like eddies spinning off from even small storms can result in severe damage in small areas. Generally, summertime tornadoes are brief, are at the EF0 or EF1 level, and may not actually touch down. During the dry season, they can attain a force of EF2 and touch the ground for miles. Most MLS systems restrict membership and access to real estate brokers (and their agents) who are appropriately licensed by the state (or province), are members of a local board or association of realtors, and are members of the applicable national trade association (e.g., NAR or CREA). Access is becoming more open (e.g., without joining the local board) as Internet sites offer the public the ability to view portions of MLS listings. There still remains some limitation to access to information within MLSes; generally, only agents who are compensated proportional to the value of the sale have uninhibited access to the MLS database. Many public Web forums have a limited ability in terms of reviewing comparable properties, past sales prices or monthly supply statistics. This represents the cornerstone of several ongoing arguments about the current health of the real-estate market, which are centered on free and open information being necessary for both the buying and selling parties to ensure fair prices are negotiated during closing, ultimately allowing a stable and less volatile market.

The United States Office of Management and Budget has designated Brevard County as the Palm Bay-Melbourne-Titusville, FL Metropolitan Statistical Area. The United States Census Bureau ranked the Palm Bay-Melbourne-Titusville, FL Metropolitan Statistical Area as the 98th most populous metropolitan statistical area and the 96th most populous primary statistical area of the United States as of 1 July 2012.
There are 16 autonomous municipal governments within the county. The various cities, towns and villages of Brevard have varying reliance on services provided by the Brevard County government. There are about 100,000 homes outside organized municipalities, whose occupants are directly served by the county government.

There were 168,500 private sector jobs in the county in 2009. The Bureau of Labor Statistics counted the following workers in Brevard along with average annual pay ($): Retail 25,900 ($23,361), Manufacturing 21,700 ($65,521), Local government 20,100 ($42,517) and Hospitality 19,600 ($15,857). The largest local employer is Brevard Public Schools with 9,500 of whom 5,000 are teachers.

There is no major urban center. The county is unofficially divided into three sections: North County, comprising Titusville, Mims and Port St. John; Central Brevard, which includes Cocoa, Rockledge, Merritt Island, and Cocoa Beach; and South County, which includes Melbourne, Palm Bay, Grant, Valkaria, and the South Beaches.
